General posterior coverage utilities.

Reserved for general-purpose coverage-rate utilities that are not specific to BCF. BCF-specific coverage functions (compute_coverage, compute_calibration_curve, compute_miscalibration_area, etc.) live in pytyche.bcf.diagnostics because they are tightly coupled to BCFDiagnosticData and the BCF posterior sample format.
